Digital Ethics Makes AI Governance Concrete

What does it take for AI in public administration to be used responsibly, not just to work technically? In a three-hour multi-stakeholder workshop, we explored this question through an LLM tool developed within Berlin’s public administration. Together with Rosanna Baltzer from the Berlin Senate Department for Finance, Nikolai Horn (see image) and participants from public administration and intermediary organisations, we looked at opportunities and risks for public values, inclusion, diversity, acceptance and administrative efficiency. What became clear: digital ethics is not an abstract add-on. It helps clarify design questions early, examine potential discrimination risks and document decisions in a way that makes them traceable. Especially where AI systems affect public administration, responsibility and trust, organisations need structured spaces between technology, organisational practice and governance. Through my consulting and workshop formats, I support organisations in working through these questions and developing viable next steps.
